Students navigating homelessness (classified under the McKinney-Vento Homeless Assistance Act) and foster care face enormous challenges. Their housing situation is frequently temporary, unpredictable, and entirely beyond their control. This constant churn takes an undeniable toll on their well-being and their ability to learn.

Our company data reveals that, on average, riders living in foster care or who qualify for McKinney-Vento transportation had 1.3 unique residential addresses in the last school year. 

While this might sound manageable, the averages are higher in states like Wisconsin and Colorado — and this average only scratches the surface of the crisis. A single move disrupts a child’s world, and multiple moves can derail their academic progress. Looking deeper, we found that hundreds of riders moved more than three times during that same period.

The statistics become truly heartbreaking when we look at the extremes — the riders carrying the heaviest burden:

• We saw students with an unimaginable 14 unique residential addresses in a single school year.

• Other young riders endured from 9 to 13 different homes.

Imagine being a child who has moved more than a dozen times in 10 months. The emotional and cognitive energy required to navigate this level of uncertainty is immense.

It means that while their home addresses changed up to 14 times, these students were overwhelmingly able to keep going to the same school. On average, students with more than one unique residential address are still remaining at one school for 10 months, further underscoring the vital stability provided by consistent access to school.

For a student experiencing housing insecurity or instability in the foster system, their school is a vital lifeline. It provides routine, reliable meals, supportive staff, and the essential peer connections that build confidence. Federal policies require districts to maintain this educational continuity, allowing students to stay in their “school of origin” even after a move, but these mandates require a flexible, safe, and dependable transportation solution to execute.
