Our company data reveals that, on average, riders living in foster care or who qualify for McKinney-Vento transportation had 1.3 unique residential addresses in the last school year.
While this might sound manageable, the averages are higher in states like Wisconsin and Colorado — and this average only scratches the surface of the crisis.
