  • 80 percent of caregivers of high school students who regularly attended school during housing instability noted consistent transportation as the most important factor

  • Conversely, 67 percent of caregivers whose children did not regularly attend school cited a lack of consistent transportation as the most influential barrier 

The sheer volume and complexity of these routes — driven by the need for quick-turnaround services for students with frequently changing housing situations — means traditional yellow bus fleets are often inefficient. MPS budget data for the 2025–2026 school year indicates a 40% increase of students identified as experiencing homelessness or high mobility from the previous year, with transportation for special education and highly mobile students accounting for the largest proportion of the district’s overall transportation costs.

Traditional yellow bus fleets often struggle to meet the demand for flexible transportation, especially for single riders or last-minute routes. Supplementing these fleets with smaller vehicles offers an efficient solution, ensuring both compliance and equity in service.

The Instability of the Bus Driver Shortage

The national school bus driver shortage has compounded local transportation challenges across the country, and Minnesota is no exception. Districts across the state have increased driver pay, and last year, Minneapolis began offering a $3,000 bonus for new bus drivers.
