HopSkipDrive recently partnered with a large Colorado school district on a school bus route optimization challenge: how do you build a fundable business case for a major infrastructure investment?
This Colorado district serves tens of thousands of students, 30,000 of whom are transportation-eligible. This district operates bus fleets out of two terminals, often garages or lots, located in the central and northeastern parts of the district. As the district analyzed its transportation footprint, a hypothesis emerged: a third terminal in the southeast quadrant of the district could significantly reduce the distance buses travel between their home facility and the routes they serve, known as deadhead miles.
The challenge wasn't identifying the opportunity. It was quantifying it precisely enough to justify the capital investment.
The Situation
District leadership had long believed that the geographic distribution of their fleet didn't match the location of students and schools. With terminals concentrated in central and northeast parts of the district, buses assigned to southeast routes were logging substantial deadhead miles before ever picking up a single student, and again at the end of each route.
But transportation infrastructure decisions require rigorous financial justification. Without a precise model of how a third terminal would change route assignments and reduce deadhead, the district couldn't confidently size the facility, forecast savings, or make the case to decision-makers.

How RouteWise AI™ Approached the Problem
HopSkipDrive’s RouteWise AI began by building a fully optimized routing model using current school year student data, with the district’s existing two-terminal configuration as the baseline. This gave the district a precise picture of the optimization opportunity with two terminals, including total deadhead mileage across all routes.
From there, the team constructed a second model introducing a third terminal at the proposed southeast location, with capacity for up to 60 vehicles. RouteWise AI then re-optimized the full route network, allowing the model to determine which buses should be reassigned to the new terminal based purely on efficiency.
The model didn't need all 60 available slots; it optimally assigned 49 vehicles to the new terminal. That finding was itself valuable: it gave the district a data-backed basis for sizing the new facility, avoiding both over-investment in excess capacity and under-investment that would leave efficiency gains on the table.
The two scenarios were then compared directly, producing a clear, defensible delta: the difference in total deadhead miles and the dollar value of eliminating them.
The Results
The analysis produced a compelling and precise business case:

$3 million in projected annual operational savings
49 buses optimally assigned to the new SE terminal (out of 60 modeled)
Capital investment payback period of less than five years
Consistent ability to support student transportation as district needs continue to evolve
Beyond the direct financial savings, reducing deadhead miles produces downstream benefits: fewer vehicle miles driven means lower emissions, reduced fleet wear, and improved on-time performance for students.
